Yes, DSlocalizator will change module titles and all module properties (all common properties)

You must understand that DSLocalizator will not change any module content. but you can:

1) Get modules will localization support

2) Use DSLocalizator to make you modules visible depending of selected language (You can use an instance for one language and another for a second language

Also, you can change you skins/containes based on locale to solve your RTL problem
