Well, DSLocalizator is an Admin tool. It was not designed to allow normal people to access it.

One of its features is to automatically be added to the admin tab because of that.

If you don't use this feature, you must put the module in a page with access to only administrators or trusted people.

tell me what is your idea about giving permissions to other people othe than administrators. Maybe it can be added to the new version

In the Module Localization, I would add a check in the code that creates the "Module List", to verify if the logged in user has edit permissions for the modules in the list. If the user does not have the needed edit permissions, I would remove that module from the list. That way the user can not modify the localisation settings for those modules.
(Kind of check like the one behind the code to generate te tab list in the Tab Localization)
