DSlocalization is  voor skin and module titel translation goto ADMIN-DSlocalization
"Tab localization" to translate the skin menu etc.
"Module localization" to translate the title of a module

MMlinks is to translate the content of your module.

I am having the same problem,container setting don't apply in portal localization,but skin localization work great.

I am using dnn 4.8.2 and DSLocalisator 3.1.23

here is my settings in general options.

Use portal settings localization: (Checked)

Use Tab Localization:  (Checked)

Module Localization: (Checked)

Don't use cookie locale: (not checked)

Cookie Name: (Language)

Don't use querystring locale: (Not Checked)

Querystring text: (Language)

Replace URLs: (not checked)

Replace Solpart Links: (not checked)

Don't use GeoIP: (Checked)

Don't use browser locale: (Checked)

Locale Detection Order: (Querystring Parameter, User Cookie)

Use Locale Translation: (Not Checked)

Enables the capability of translation locales based on rules

Locale Translation Rules: (Blank)

Portal Alias defaults: (Blank)
If your portal alias is like: (Blank)
Then set default locale to: (blank)
