I had to take the drop down off the page, my client was worried about the problem and this was the only way to fix it for now.I'm going to test this feature on some pages that are not public and see if I can get it to work.  I'll let you know the results.

I figured out the problem - user error ;-).  This functionality works very well!

Previously. I was trying to use the URL setting to redirect the page (as you would in the regular page settings).

While documenting the site for my client, I went further down the page and found "Redirect To:" setting, tried that and it worked. I'm not using any of the advanced SQL viewstate settings, so I did not pay any attention to the items at the bottom of the page ;-)
